I have a basement that seems to be dealing with a moisture issue. I noticed some paint peeling on two of the exterior walls, so I started scraping it off in preparation for repainting. To my surprise, I found one wall had a material that's much thicker than just paint, and there's no drywall behind it. So I'm left wondering, what is this material, and can I just patch the areas I've scraped, or do I need to repaint the entire wall? My plan is to first address the grading, clean the gutters, and see if my dehumidifier helps after the repaint. If not, I might need to call in a professional. I just want to know how to prep this wall properly before moving forward.

It looks like someone might have used mud to cover up mold issues and then painted over that. If that's the case, you could be facing a bigger problem. You should definitely scrape the whole wall and keep an eye out for any mold.

I noticed the peeling paint about a year ago and got a dehumidifier to combat moisture. Should I just scrape the entire wall and be cautious about mold? I haven't seen any issues on the other wall I worked on.
