Since it's still winter, I'm trying to avoid moistening the soil. Any advice on how to repot it effectively without compromising its health?

Placing some rocks around the base of the stem is a great idea! It can help keep the plant upright while you get it settled in its new pot. Just make sure that it’s not too heavy—you want to give it room to grow.
If your plant is indoors, it probably doesn't even realize it's winter. Indoor temps can be way too cozy for it. Just go ahead and repot it; there's no need to worry about watering right after. Make sure to stabilize the roots well when you do it!
