Is It Normal for Windows to Have Big Gaps Around the Trim?

I just had my landlord replace the windows, and I noticed there's a pretty big gap around the trim. It looks kind of haphazard to me. Just to give you some background, this is the third set of windows he ordered, and none of the previous ones were the right size. I'm starting to wonder if he's just trying to make these work even though they're also the wrong size. If the windows are shimmed and installed properly, they really shouldn't have large gaps like that. Normally, there should be trim and caulk to seal everything up nicely. Have you checked what it looks like from the outside? Also, do you feel any cold air coming through that gap?

Thanks for the tip! My son is getting a picture of the outside for me. I didn't feel any cold drafts last night when I noticed the gap.
