I'm remodeling my home and want to add can lights to my existing popcorn ceiling, which is already painted. My drywaller recommended covering the current drywall with either 1/4" or 1/2" sheets for a cleaner and cheaper finish. However, I'm concerned about how to properly recess the can lights so that their rims sit at the right level with this added thickness of drywall. Any advice on how to do this?

You could consider using wafer LED lights instead. They only require cutting a hole in your existing drywall and don’t need can lights, which simplifies installation.
If you stick with can lights, the trim kits usually have a bit of flexibility. It might be a good idea to set the lights slightly lower than the ceiling and let the trim kit fill in the space. Just make sure your plan includes a way to cover any holes from moving or removing lights, as that was part of why the drywaller suggested adding new sheets.
Exactly, I want to cover those holes to avoid patchwork.

I’m not a fan of the look of wafer lights, though.
