Is $8400 a Fair Price for Crawl Space Drainage and Moisture Barrier?

I got a quote of $4400 for a new drainage system in my crawl space and another $4000 for installing a new moisture barrier. My crawl space is about 366 sqft and currently has around 20% moisture coming from outside. Is this estimate reasonable?
