Fixing the grout is essential if you want to maintain waterproofing in your shower. You can't just stick tiles over bad grout; otherwise, you'll likely face mold issues, and that could make the repair even more costly in the long run. I recommend a DIY approach where you can remove the old grout using a hand grout saw or an oscillating tool with a grout blade. Then, clean everything properly and re-grout. Just a heads up, though: you won't be able to use the shower for a few days while it sets, so plan accordingly! It's a lot of work, but definitely worth it instead of letting it get worse.
Just to add, keep in mind that grout itself isn't waterproof. The waterproofing is actually the layer beneath the tiles and mortar. So, make sure that underneath is in good shape too!
