Is Building a Room Inside My Apartment with MLV a Good Way to Block Noise?

I'm having constant issues with stomping and other noisy disturbances from my neighbors, and since I'm a renter, I can't make any permanent changes to the space. I'm considering the idea of constructing a small room within my room using a simple wooden frame, leaving about a foot of space between this frame and the walls and ceiling. I'm thinking of lining the entire frame with mass-loaded vinyl (MLV), possibly even doubling it up for extra soundproofing. Would this setup effectively block out the noise? Also, I'm considering adding a soundproof door with MLV on it. Does this sound like a crazy plan?

You might want to reconsider the cost of MLV; it can get really pricey. With that kind of budget, hiring a pro could give you better results. Plus, it sounds like a big project to tackle without any experience. Why not look into alternative soundproofing methods that are a bit cheaper? Some people have found success using rockwool insulation.
