I'm looking for advice on how to remove a raised concrete ring on my pool deck. It's around a 3.5-inch pipe where a downspout used to be. My plan is to cut it about 1/8 inch below the deck level and then cover it with a drain cover. I'm trying to keep costs down, so any budget-friendly methods would be appreciated!

If you're open to using power tools, a grinder with the proper disks could make the job a lot easier. Just make sure to wear a mask and safety gear—concrete dust can be a pain!
