Foggy Windows or Window Tint Issues?

I've been renting a condo with large south-west facing windows that get a lot of direct sunlight, making the afternoons quite warm. When I moved in, there were some obvious signs of fogging and what looked like water damage on a couple of the windows, which I was okay with. However, as I'm about to sign my fourth lease, I've noticed that two main windows have become foggy and hard to see through. I'm trying to figure out if this fogging is due to condensation between the double panes or if it's a sign that the window tint is deteriorating, or possibly both. The tint on these windows seems to feel more 'filmy,' and my cat managed to scratch a portion, allowing me to see through.
