Should I Choose a Heat Pump or Stick with AC and Furnace?

I'm in Northern California and need to replace both my AC and furnace. I'm wondering if a heat pump is a good option for me. To give you some context, my electricity rates are about 45 cents per kWh and gas is around $3 per therm. My home is a single-family unit that's 1500 square feet. Also, winters here don't usually drop below 40°F.
