I'm wondering if there's a specific minimum battery requirement for my shop vac because it wouldn't start with my XC 5's. Has anyone experienced this?

I have a 6-gallon model that runs well with older 5.0 batteries, but I keep a 12.0 in it because anything smaller drains too quickly. Just to add, make sure you're clear on whether it's a wet/dry vac; that might change the battery requirements!
If you're using the dual battery model, you need both batteries to be working properly. If one is dead or not seated right, it won't run. But it should work with 1.5AH batteries, even if the run time is short. Make sure you're using it correctly!
