I've noticed a possible change in our home water quality over the last couple of weeks. It seems to have gone from soft to hard, making it much harder to lather soaps like bar soap, liquid dish soap, and liquid hand soap. My wife mentioned she's noticed the same issue today. We live in a typical neighborhood using city water. Is it possible that the water has changed for the whole neighborhood, or could this be something specific to our house?

It's actually common for municipalities to switch to chlorine treatments for a few weeks to clean the waterlines. You might want to check if your local utility is doing this. In my case, the chlorine smell was pretty strong during that time.
Where I live, they change water sources based on the season. If you're in Oakland like I am, they often pull from backup reservoirs in April when the main ones are low. That might explain the sudden change in your water quality.
