I've got this steep yard area that's 20'x40' at the bottom of an embankment, which is hard to reach with a mower. The previous owner put down weed fabric and covered it with white and lava rocks, but after 10 years, the fabric is losing its effectiveness, and I'm dealing with a ton of weeds. I've tried Round Up, but it's getting really pricey. What's an effective and budget-friendly way to completely kill off all the weeds?

If you're open to some unconventional methods, goats are fantastic at clearing out weeds. They eat a wide variety of plants and can really help you get that area under control!
Using salt can be a game-changer. Rock or pool salt is cheap and really effective at killing weeds. I apply it once a year on my gravel yard, and it keeps the weeds from coming back. Just be cautious not to let it get into nearby plants you want to keep!
One way to tackle this is by solarizing the area. You can use cardboard or tarps to cover up the weeds. This method traps heat and kills off the weeds over time, and it's eco-friendly too! Just keep in mind that it may take a little while to see results, but it’s definitely cheaper than chemicals.
You can also consider generic glyphosate from a tractor supply store. For your space, about 1 pint should do, costing around $5. Just make sure to cut the weeds down to 2-3 inches about 4-5 days before you spray, and follow up with a surfactant for better results.
