How to Effectively Remove Caulk from Cinder Block Walls?

I just ordered wall pack lights for my garage and need to remove the old caulk, likely silicone, that's holding them in place. The caulk is really stuck in the rough texture of the concrete block walls, and I've already tried heating it, scraping it, and using denatured alcohol, but nothing seems to work. I want to clean this up so it doesn't look messy. Any suggestions?

A simple solution could be to just paint over the area with a square to camouflage the embedded caulk and then mount your new light fixtures right in the center of that square. It makes for a clean look without the hassle of complete removal.

You might want to try using a wire brush to really get into those rough spots. It could help pull out the stubborn caulk without damaging the surface too much.

I've had good luck using a hammer and chisel for tough caulk. You could also try a wire cup attachment on an electric grinder to speed things up, and it should help get down into the grooves of the blocks much better.
