I'm really frustrated with rough, rugged pallet woods and I'm looking for suggestions on what wood to buy that sands down easily and doesn't take forever. Any recommendations?

If you're after something that sands down nicely, I'd recommend going with poplar. It's a soft hardwood and has a pretty nice grain, so it’s great to work with. Also, you can try basswood or ipe; they’re known for being easy to sand down and won't take you an eternity to get smooth.
Hard maple is definitely worth considering too! It's got a good finish and is relatively easy to work with compared to other tougher woods. Just make sure to have the right tools, and you'll see how smooth it gets.
