I'm planning to remove a hopper window from a concrete wall and I'm unsure about the best way to go about it. Should I take the window out completely first, or is it possible to just block up both sides and fill in the middle without removing it?

It really depends on your plans for the space and any potential water issues. If you're not dealing with moisture problems and just want to put a shelf where that window is, you can leave it in place and frame around it. But if you want a clean finish or if there might be any future moisture concerns, it’s best to remove the whole thing first. Just make sure the area is prepped well, especially if you're framing out the wall inside.
