I've tried painting my outdoor concrete step multiple times, but the paint always chips off within a month. I'm wondering if I should sand the existing paint completely off, clean the surface, apply a stabilizing solution, and then use a couple of coats of paint. Also, is there a recommended top coat that can provide extra protection?
