Can I Plant Flowers Directly in Mulch?

I'm a gardening newbie looking to grow a variety of cut flowers along the back of my house. However, I've got some mulch already laid down. Do I need to remove the mulch and add fresh soil, or is it okay to plant directly over the mulch?

Thanks for the tip! I was planning to go with seeds, so I guess I'll need to clear some mulch first.

It's totally fine to plant starter plants in the mulch, but if you’re going for seeds, you’ll want to pull back the mulch first. This helps with proper germination.
