I did something similar in my basement. I only sanded areas that needed it, like where there was adhesive, and then I slapped on a generous coat of Kilz oil-based primer. After that, I finished with two coats of emerald latex paint from Sherwin Williams, and it turned out really well!
I recommend using a shellac primer. It pairs well with latex paint, but just make sure it’s completely dry and prepped properly before you go over it with the latex. Better to be safe!
Kilz and BIN primers are your best bets. They’ll block any stains from leaking through, which is super important. Depending on the wood, you may need both—like using BIN for knots and Kilz for everything else. Better safe than sorry!
