I'm looking for ways to keep cool since my fan isn't cutting it. I have really long hair and sensory issues that make it uncomfortable when the fan's blowing on me. Plus, I can't use an AC unit because there are no windows available in my room. Right now, I'm stuck with ice blocks and a fan that I try to avoid. Any suggestions for appliances or other solutions?

Have you tried looking into portable air conditioners? You can exhaust the hot air out from under your door or through an attic vent. If that's not an option, adjusting the thermostat could help if you have heating capabilities. Sounds like you're dealing with a bit of a tough living situation, though.
I live with my dad in a small house, and it's pretty cramped. One window is blocked by my loft bed and the other is by my clothes shelf, so I can't really do much with them right now.
