I just moved into my first home and the previous owners had some rather unique tastes when it comes to design. There's a wall by my staircase that's been sprayed with paint, and it drips all the way down to the baseboards. The texture is uneven, which means just painting over it won't cover everything up properly. They've also painted some areas in dark colors over what appears to be a matte white wall. I'm looking for advice on how to properly prep and repaint these areas so I can decorate to my liking. Any tips would really help!

To deal with that type of texture, you might need to either scrape it off or use a skim coat of drywall mud to smooth things out before applying primer and paint. Also, covering up a dark color will require some good primer, and don't be surprised if you need several coats of the lighter color to get decent coverage!
Thanks for the tip! Yes, it’s definitely layers of paint, so I will probably need to sand. Would sanding blocks work, or should I stick with sanding paper?
