I live in a post-WW2 urban 1.5 story home located in the upper midwest. The house is heated and cooled centrally, but I'm facing some serious temperature differences. The partially finished basement is always cold—around 50°F in the winter and about 65°F in the summer. On the other hand, the upper half floor gets really hot in the summer (often reaching the 80s) and very cold in the winter (in the 50s to 60s). I suspect poor insulation might be to blame for the upstairs situation. I'm wondering what options I have to address these issues. I heard that my energy company offers home energy audits; would that be a beneficial step?

Have you thought about using dampers to direct more AC to the upstairs during summer and heating to the lower levels in winter? Improving your insulation and sealing, along with upgrading your windows, can also help a ton. Also, consider creating zones for better temperature control.
