It sounds like your plants might be root bound or lacking nutrients. Even if the containers worked last year, the soil may have lost its nutrient density. I recommend re-potting your tomatoes with a good mix of compost and garden soil (2:1) and adding a slow-release fertilizer designed for tomatoes. Water them well, and the next day, hit them with a diluted fish fertilizer for a nutrient boost!
It could also depend on where you live! If the weather's been fluctuating a lot—going from hot to cold without much sun—it could definitely hinder their growth. Just some food for thought!
