I built some raised beds last year and they did alright, but I want to make improvements this season based on what I learned. I cleared out all the dead plants in the fall and haven't done anything else since then. Since I'm in zone 7 and expecting the last frost around mid-April, I'm wondering how to prep my beds for spring. Is it a good idea to spread compost over the top and let it soak in with the rain and snow?

It's probably a bit early for heavy prep, but yes, adding a layer of compost is a good move! Just make sure to also consider adding some slow-release nitrogen like feather meal to boost your soil.
Timing for compost application can depend on what type you use. If you're using mushroom compost, it's okay to apply it now, but give it some time to wash the salt out with rain. For manure, just make sure it’s safe by doing a Grazon test. Leaf compost? I'd wait until just before planting to maximize nutrients. Oh, and turning in manure now can be great for getting those worms working!
Before you do anything, it’s a great idea to get a soil test done. Your local county extension office can help with that! It'll give you a clearer picture of what your soil might need to be healthy for planting.

Great tips! I definitely want to avoid any salt damage to my plants, so I’ll keep an eye on that.
