I'm considering making a bartop panel for my deck railing using green cedar. I've read that kiln-dried wood would be better, or I could even dry the wood myself for a year. But I'm curious if it's possible to work with green cedar. From what I've gathered, epoxy might be a better glue for this type of wood compared to Titebond III. I'm also thinking of using figure 8 fasteners to secure the panel close to the edges to minimize warping or twisting. Any thoughts on this?

While you can definitely build a panel from green cedar, keep in mind that green wood can warp as it dries. You might be on the right track with using epoxy instead of Titebond III for better adhesion. Just be ready for some movement; your panel might end up looking like a potato chip.
