Electric water heaters are usually pretty straightforward. Since it’s showing 240 volts, we need to check where that reading is coming from - is it at the thermostat or directly at the heater? Also, is there any hot water at all? If it was ever turned on without water inside, that could have burned out the heating element, even if it's still showing that voltage.
