My garden's front area is completely overrun with weeds. We regularly pull them out to keep things tidy, but they just keep coming back stronger. One side has a membrane with stones, while the other side has a membrane topped with bark. Besides using a weed killer that's safe for dogs, is there any other effective method to permanently eliminate these weeds? Should I consider removing the membrane and turning the soil underneath?

One approach is to take out the membrane and just plant other plants where the weeds are. Weeds thrive when they have the space to grow, so filling the garden with desirable plants can crowd them out.

But what if I don’t want to plant anything in that area? Am I just stuck pulling weeds forever?
