I'm building an addition to my home that includes two bedrooms, a bathroom, and an office over the garage, totaling about 500 sq-ft (excluding the garage). My builder quoted me $15,000 just for painting, which seems way too high compared to the $1,500 I paid for a similar project years ago. Why is the quote so much higher now? Should I just hire someone else or can you guys explain if there might be a reason behind this cost? Is painting new construction really supposed to be this expensive?

Sounds like your builder is adding a high margin to the quote. It's definitely worth checking with those painters from Thumbtack again or finding someone else to get a second opinion. $15k for 500 sq-ft seems really steep!
Honestly, you might be better off tackling the painting yourself or hiring someone local. I'm surprised by the high quotes in general; I recently had a handyman paint several rooms and it cost me around $1,650. Just remember to factor in the paint supplies if you go the DIY route!

For real! I think I paid about $8k for a full paint job on a 1,800 sq-ft house last year. This quote is crazy.
