My garage got pretty cluttered for a while, and I think this issue might be related to stuff being left around too long. I was considering doing an epoxy coating to improve its appearance unless there's a way to just clean it up nicely. What do you think?

It might be efflorescence, but honestly, it looks more like someone spilled paint and tried to clean it up. Efflorescence typically appears as a white, moldy residue on concrete. Do you have hard water? That was a big culprit for me; we had some in our garage from the dryer venting near the garage door. It left similar marks.
I see what you mean about the paint! The powdery stuff does feel like what collects on faucets due to hard water. I think that’s likely what’s happening here.
