I installed my water heater on March 28, 2021, and I've heard you're supposed to flush it every year. Since I only moved in last year, I haven't done it yet and I'm wondering if it's still safe to flush after 2.5 years?

2.5 years is still relatively young for a water heater. Issues typically arise if someone waits a decade to flush! So yeah, go ahead and flush it; it won’t hurt.
I think flushing it now won't hurt at all! I've got water heaters that are over 10 years old and still going strong without flushing. But if you feel it needs it, give it a go!
Definitely go for it! Just flushed mine after 3 years in a new place with well water, and it had a lot of gunk in it. A good idea to keep it up every year!

Good call on the yearly routine! I just did mine and couldn't believe the amount of junk that came out.
