Can I Use Wet Dry Sandpaper to Sharpen Both Knives and an Axe?

I've been using a strop for my knives, but I'm finding it's not sufficient anymore. I also need to sharpen my carving axe. I've heard that wet dry sandpaper is a good option for sharpening axes, but I'm wondering if it's also effective for knives. Any suggestions on what grit to buy and tips on sharpening techniques would be greatly appreciated! Thanks!
