Hey everyone! I found myself in a bit of a pickle after removing the balusters and handrail from our deck to re-stain the rail posts. Unfortunately, a few balusters broke, and since they're quite old, I can't find a match. I really want to replace all of them since I don't like the current ones, but our deck is about 5 feet above ground, which could complicate things with permits. I really want to avoid dealing with city regulations and the hassle of permits just for some baluster replacements. I'm wondering if swapping out balusters counts as a 'structural change' or if it can be considered a simple maintenance update?
