I'm working on building a custom cornhole set using only 2x4s without any plywood. The plan is to rip the 2x4s down to 2 inches and glue them together to create 2-foot by 4-foot boards, aiming for a bowling alley feel. I'm looking for advice on how to attach the legs since there won't be any frame to work with. Should I attach the legs directly to the boards, or would it be better to build a framework first and then attach the legs to that?

I would definitely recommend attaching the legs to a frame. Trust me, these sets can get pretty heavy, and a frame will help support the weight better. Plus, it’ll give it more durability overall.
Honestly, I think this design might not be the best idea. You should also consider pricing it higher due to the extensive planing and sanding involved. Keep in mind, without framing, the boards can easily bow or twist over time.
After making quite a few cornhole boards myself, I usually rip down one edge of the 2x4s to about 2 1/4 inches, then build a basic frame from 1"x3" screws. You can mount the legs more easily if you use a 2x3 or 2x4, cut longer than needed, and round one end for bolting. It can be tricky to align, but mounting them so they angle outward helps. Also, make sure to check the height against regulations to keep everything within standards!
