I'm dealing with a really frustrating issue: my 4" plastic drainage pipes have been clogged for about 25 years due to accumulated roof debris. Has anyone here tried hiring a roto-rooter service to clear out buried gutter drains? If so, was it successful and how much did it cost?

Honestly, after 25 years, it might be easier and more cost-effective just to dig everything up and redo it. Consider backfilling with lots of stones to prevent future clogs!
