You can definitely paint over the areas that are still sticking for now, but just keep in mind it might flake off later. Make sure the surface is clean and try to lightly sand any rough spots before applying new paint. It won’t be a permanent fix, but it'll help for the time being!
If the paint is already peeling, you might want to remove any loose bits first. Just make sure not to overdo it – only take off the parts that are clearly coming away. For paint, a good quality exterior latex paint should work fine, especially if it needs to endure the elements!
