I reached out to my local city office about codes for ground mounts, but all I got were vague responses about setbacks and that the mounting equipment needs to meet the IBC 2018 standards. I'm looking for advice on the most affordable and code-compliant way to either build or buy a ground mount for 16-18 440W solar panels. Any suggestions?

I'm in Kansas City, and I find it tough to figure out what's compliant for ground mounts here. The code department was pretty unclear.
