I'm not sure if what I'm seeing is leftover cement dust settling from the air or just grime from the old carpet pad. What steps can I take to ensure I've cleaned up all the cement dust safely before I install new flooring?

One effective way to handle this is to set up a box fan with a regular air filter in front of it. Keep it running continuously until the air in the room feels clean. It really helps move the air and filter out dust particles.

I actually have a BlueAir 211+ running for a bigger space, but I'm surprised at how much dust is still lingering. Have you noticed the same?
