I'm looking for some advice on how to cat-proof my small balcony (4.3x1.4x2.5 meters) so my Bengal cat can safely enjoy the outdoors without making any permanent changes to the building's common property. I can't drill into the walls or ceiling, and I've found that many cat enclosure companies want to attach framing, which requires a complicated approval process. One idea I had was to use removable cement adhesive hooks to stretch netting across the balcony ceiling and floor, but I'm not sure how reliable that would be. I'm also contemplating building a freestanding enclosure, although I don't have much experience with that. Any tips or alternatives that could work?

You could construct a frame using 2x4s like a wall. Instead of the usual 16-inch spacing for studs, just use every meter or so since you’re only keeping a cat in. No need to attach it to anything, just build it right there and stretch the net across. It's sturdy and doesn't involve any drilling.
For a no-construction approach, you might try tension rods with zip ties and netting. You can also use garden fencing for more stability. Just need some wire cutters and a few hooks or zip ties to secure everything.
Using heavy-duty outdoor adhesive hooks could work well! Just make sure to space them evenly to keep that netting nice and taut. You might want to test one first to see how well it holds. If you’re still hesitant, consider building a free-standing frame with PVC or metal pipes, and weight it at the base to avoid drilling.
