How Can I Puppy Proof My Balcony with a Concrete Floor?

I have a balcony featuring a concrete floor and glass-paneled railing that's secured with metal to the concrete. There's about 3 inches of space underneath the railings and the balcony siding, which worries me because my tiny chihuahua, who only weighs 2.5 pounds, could easily squeeze through. I plan to be with her when she's out there, but I want to ensure she's safe from falling if she tries to run toward that gap. What are some sturdy ways to puppy-proof this balcony?

You could swing by Home Depot; they can cut some plywood strips for you, even 4-inch ones would work! Alternatively, 1x4s are a solid choice if you want to go that route.
