I've planted my onions a bit late, so I'm expecting them to be smaller than usual. The stems have fallen over for some time now, but they're still mostly green. Should I pick them now, or is there a chance they can grow bigger?

Yeah, if the stems have collapsed, it's usually a sign to harvest them. They won't get much bigger at this point. Just make sure to store them properly after you pick them, since they might not store as long as larger onions would.
Once the stems have fallen, it's likely that your onions won't increase in size anymore. They have a specific bulbing period when they put on size, and if the conditions aren't right or if they're planted late, you might miss that window.
