I'm planning to paint my son's room, but currently, there are two walls painted bright red and two walls in a shiny blue NASCAR color. I'm wondering if I need to prime over these colors or use TSP (trisodium phosphate) to prepare the surfaces before I start painting. Also, if anyone has some tricks for cutting in at the ceiling, I'd appreciate the advice!

Yes, you absolutely need to use primer before painting. If you skip that step, you'll end up wasting a lot of paint since those bright colors will show through.
