Does EvapoRust Leave Any Rust Protection After Use?

I've been using EvapoRust to clean up some rust, and I noticed it leaves a black coating afterward. This got me wondering—does that coating actually provide any sort of rust protection? I know that cold bluing doesn't offer much in the way of protection, so I'm curious if EvapoRust does any better or if I'm just left with a surface that's prone to rusting again.
