Struggling to Sharpen My Card Scraper – Any Tips?

I've recently started using DFM toolworks card scrapers and a hone, along with the Rockler sharpening tool. But no matter how much I adjust my technique, I can only get dust instead of shavings. I file the scraper to a clean 90 degrees, and while I think I manage to produce a tiny burr when honing, it's barely noticeable. I can't seem to flip the burr over properly and often end up with a rounded edge. I'm wondering if I'm missing some crucial step after watching all these sharpening videos. What's the secret?

First off, make sure to file your scraper to a perfect 90 degrees. Then, while it’s still in the vice, make 2-3 passes with your honing rod straight along the filed edge, using moderate pressure. Adding a drop of oil could help it glide. After that, roll the burr by holding the scraper and angling the rod at about 15 degrees for a few passes, then bump it up to 30 degrees. Don’t forget to feel for the burr with your fingernail! It should help you get a proper burr on both sides.
