Do I Still Need This Ground Wire from My Old AT&T Setup?

I'm redoing my driveway and noticed a thick wire running into the AT&T box that used to be connected to my old U-verse service. I no longer use AT&T for TV or Internet, so I'm wondering if I still need this wire. What was its purpose, and is it safe for me to touch or unscrew it from the box? Initially, I thought it might be the ground wire for my house's electricity, but I'm just guessing here. If it is necessary, what should I do with it to avoid it getting paved over? Also, it seems to look like rebar; can I replace it with a new piece if needed?

That wire is likely a ground wire, which is important for safety reasons, especially to protect your house during electrical surges like lightning strikes. It’s best to keep it, but you can make the installation cleaner with cable clamps to tidy it up. If you feel you need to remove it, I’d recommend calling AT&T since it might still be considered their property to some extent.
