I recently moved into a 14th-floor apartment that has an awning window, but it doesn't open fully. I'm really hoping to get it to open all the way for better airflow. You might want to try using some WD-40 on the hinges, then gently push the window out with a flathead screwdriver. It could help it open more smoothly! But keep in mind, sometimes these windows are designed to limit how far they open for safety reasons, especially in high apartments.
