It's got this awful mix of dog urine and feces odors coming from the bare plywood flooring. I found a couple of spots where it looks like rugs were soaked by dogs, leaving behind dark patches. I'm trying to figure out the best way to tackle this smell—I'm considering sanding down the plywood, but I'm not sure if that's the right move or if it would even help. My dad suggested just painting over it, but I have a feeling the smell might seep through. Any advice on how to handle this would be super appreciated!

I'd recommend using oil primer (the classic Kilz in the red can is a good one) or a shellac primer on everything. If the smell persists after you paint, get yourself an ozone generator and run it for a few days—it can work wonders!
