Help Me Understand Dust Cyclones and Their Purpose

I've got a question about using dust cyclones with my shop vac for dust collection. I get that the cyclone collects larger debris like wood chips and sawdust, which helps keep the vacuum's filter clean and extend its life. I've seen setups where the cyclone bucket is full and the vacuum is almost empty, which is great. However, I'm confused about why we don't want the fine dust to be filtered out by the vacuum filter. Isn't that the filter's job? Also, what's the best way to empty the cyclone bucket without creating a dust cloud? My shop vac models all have dust collection bags that seem useful. Am I missing something important here? Is using a cyclone mainly a way to save money on filters or to reduce wear and tear on the vacuum?
