I just moved into a rental apartment, and I noticed that the seals on the windows seem to be broken, causing condensation between the two panes of glass. I'm not entirely sure if I'm describing this right, but I think these are double-glazed windows. Is there any way I can fix this issue on my own, or is it something that my landlord needs to handle? It's frustrating since I've just moved in and encountered this problem already. Is there an easy fix?

Unfortunately, there's really no quick fix for this. If the thermal seal is broken, the only solution is to replace the windows. I doubt your landlord will take care of it, so you might just have to live with it for the duration of your lease.
This definitely falls on the landlord to fix. I doubt you have any solid DIY options, but as the days get warmer, the condensation might dry out on its own. Really, it's more of a cosmetic issue than anything else.
Cleaning the condensation or fog isn't a viable option. If the seal is broken, you'll need to replace the panes or even the whole window. It's mostly an aesthetic issue, though—might dampen your heating efficiency a bit, but safety-wise, it's fine and likely isn't an urgent fix the landlord needs to make.
