I'm looking to buy a spot welder so I can swap cells from dead battery packs. Does anyone have suggestions on where to find these dead or used batteries?

You might want to check eBay for used batteries. Another option is the recycling bins at local hardware stores like Home Depot or Lowe's. Just keep your eyes peeled since they can be hit or miss, but you may get lucky! Also, asking around—friends, family, or even strangers might help. Some folks might be willing to part with an old pack for a couple of bucks. Just recently, I got an M12 3.0CP pack that folks thought was dead, but it turned out just fine after testing it with a different charger. I only paid $5 for it!

That’s a great tip! I never thought of checking the charger too. I might just have to ask around and see what I can find.

If you're okay with spending a little, I’ve seen dead batteries being sold pretty cheaply on Facebook Marketplace. Just search for the battery model you need along with 'for parts'. You could find some decent deals there!
