What’s the easiest way to cut holes for outlets in a wooden wall?

I'm working on finishing my basement, and I found that the previous owner installed a half-inch thick plywood wall barrier on the center wall. I'm planning to put Sheetrock over it, but I need to cut some holes for additional outlets. What's the easiest and most cost-effective tool to use for this job?
